The Public Safety Software Group was formed in 2013 as an outgrowth of the need to focus soley on the growing list of software products developed by the Public Safety Volunteer Institute that serve the need of sworn and civilian, full time paid members of public safety, police, sheriff's, private security, fire, etc.

Founded in 2003 by Arthur Femister, a nationally recognized expert in the field of Public Safety volunteerism with over 17 years of combined public safety service himself, the Public Safety Volunteer Institute has served the needs of over 1,000 Police, Sheriff's and other public safety agencies via it's highly rated workshop, "How to Recruit, Manage, Reward and Retain Public Safety Volunteers".

Based on the feedback and needs of our workshop clients and other volunteer coordinators, volunteers and agencies who utilize volunteers, VIMS, the Volunteer Integrated Management System was created. Over three years of design, planning, development and programming went into creating VIMS with the end result being what we believe to be the most highly integrated software application of it's kind for the field of volunteerism with close to 100 public safety agencies across the nation utilizing it today.

The heart of VIMS is it's highly evolved, tightly integrated calendar and scheduling system that allows administrators to schedule events for which personnel are needed and with one click of a mouse, send that notification to up to three e-mail addresses per registered user who will receive them within one minute.

How ODISS Began

During a 2009 volunteer management workshop where VIMS was demonstrated, a very astute Commander from a larger police agency in Colorado approached us and explained that if we were to add a few new key features to the VIMS calendar and scheduling system, he could use this product to help schedule his full time paid officers for the numerous paid special event details his department responds to on a regular basis. After adding those features, removing unneeded volunteer modules and redesigning the interface ODISS was born in 2010 and has been in full service since then!
